ANAF’s upgrading, financed by WB, 23.5 pc done. It had to be ready in 2017

Agency for Fiscal Administration (ANAF) has not spent any money for ugrading the IT system, following the implementation of the World Bank support program, Finance Minister Ionut Misa stated on Tuesday in the debates of the Senate Economic Committee, regarding the fiscal regime and Tax return form no 600, convened by the Committee President, PNL Senator Daniel Zamfir.

”So far, 23.5 percent of the EUR 80 million provided by the World Bank have been spent, the respective funds – about RON 60 million – being used for consultancy only, nothing for IT,” Misa said, noting that the entire program had to be completed by the end of 2017.

Moreover, according to him, since 2005 there have been no acquisitions for the IT system.

Fin Min said that he has recently discussed with WB representatives, explaining to them that the National Fiscal Information Center, which brings together 322 distinct public administration databases from different levels, is going to be set up and the officials of the international financial institution were “pleased” by this project.

Former ANAF President Bogdan Stan said last summer that the Revenue Administration Modernization Project – RAMP regarding ANAF’s IT system upgrading, through which Romania was to access reimbursable funds from the World Bank, concluded in 2013, is available only on paper, without any concrete activity in 2015 and 2016.

”There are major gaps compared to the original calendar,” he warned at that moment.
