ALDE spokesman, Deputy Varujan Vosganian, claims that what ALDE wanted to be included in the ‘Offshore law’ hasn’t been included and that “an emergency intervention is needed on the bill.” Vorganian said Monday evening that there was no dialogue within the PSD-ALDE ruling coalition. Furthermore, the ALDE proposals received a negative opinion from the Government and that the ALDE MPs found themselves in a delicate situation, ziare.com informs.
“Given that the bill does not include our intentions, it does not fully reflect the will of the legislator, an emergency intervention on the law is needed. (…) All decisions are made by consensus in the coalition, this time there was no dialogue on the normative act,” Vosganian said.
The Chamber of Deputies adopted last Monday, as the decision-making body, the draft bill establishing measures for the exploitation of Black Sea energy resources, with 175 votes in favour, 30 against and 30 abstentions.
The bill sets out measures necessary for carrying out petroleum exploration, development, exploitation and abandonment of oil exploration operations as well as oil exploration works/ oil rigs carried out by petroleum agreement holders on offshore oil blocks, in accordance with the provisions of the oil agreements concluded between the holders and the National Agency for Mineral Resources (ANRM).
The bill states that the operators should pay progressive tax on additional revenues, and that 50% of the output is to be traded on the Romanian market with the amounts resulted to be directed to the public-private partnerships.
Chamber of Deputies Speaker, Liviu Dragnea said, after the vote, that we cannot accept that our country remains energetically dependent on Russia.
