A sectoral action plan will be completed and submitted to Parliament along with the 2016 national budget, Prime Minister Dacian Ciolos told a news conference on Saturday after the gov’t informal meeting.
“The sectoral action plan for each separate field would be partially completed and submitted to Parliament along with the budget draft. It will not be submitted as a piece of legislation, but it will accompany the budget, as the sectoral plan will relate to the budget as well to a great extent. I asked each minister to identify what must be done in the upcoming period, because we are bound by certain commitments, certain legislative obligations to implement and certain conditions to meet in several sectors related to European funds as well,” Ciolos argued.
He further said that the second part of the informal meeting focused on priority themes for 2016 — economic development, administrative reform and Romania in the European Union.
“We discussed three priority working themes that we suggest for the year to come. There are three orientation topics that cover several sectors encompassing three big areas, and here I suggested to the members of the Government that we should work on economic development, administrative reform by increased performance, transparency and consequently depoliticising and professionalising, depoliticising that ensues this reform and professionalisation. A third theme — Romania inside the EU: what we expect from EU membership and what we bring to the EU, especially in the current context, when there are increasingly more debates on the developments in the organisation of the EU, all the more so as Romania will be holding the presidency of the Council of the European Union in the second half of 2019,” Ciolos explained.
He mentioned that for the three themes working groups will be established to be chaired by members of the government to discuss with various players that have something to say in these fields. He said responsible for the economic development working groups will be Deputy Prime Minister Costin Borc.
Ciolos added that drawing up a detailed action plan for national security and citizen’s security affairs was also agreed.
“I want to add that given the current situation, I agreed with the relevant ministers on a detailed action plan being drawn up on matters related to national security and citizen’s security and I want to tell you clearly: there are no signs that problems or risks exist in Romania right now, but we better be prepared; after the discussions of the past days at the Justice and Home Affairs Council meeting and amidst the current tensioned context it would be better for us to be prepared,” said the new PM.
