16 people detained by DNA in the CASMB illegal settlement file, 2 remanded

The National Anticorruption Directorate (DNA) prosecutors have detained on Monday 16 individuals in the file regarding illegal settlements from the Bucharest Health Insurance House.

The Bucharest Court of Appeals has ruled on Tuesday that 2 of the 16 persons will be remanded and other 8 will be placed under home arrest.

According to a DNA release, the prosecutors have decided to extend the investigations and to detain several representatives of a company providing health services for 24 hours starting on November 6.

According to DNA prosecutors, during the criminal investigation, the 16 persons tried to influence the witnesses in this case and to falsify the documents.

During 2016-2017, the defendants representing the authorized medical service providers misled the CASMB by presenting some unrealistic situations as true (false reports on the content of the medical services provided, the insured person who received the care, the date, the time and the person who performed the medical service), which has led to undue payments for services that have not been provided. Thus, the companies of the aforementioned defendants received undue amounts between RON 151,098 and RON 3,041,650.

On September 1 the anti-corruption prosecutions placed the president of the National Health Insurance House (CNAS), Marian Burcea under remand in the file of fictitious home care services. Sergiu Nicolae Ciobanu, former adviser at the Romanian Intelligence Service (SRI), was also detained in the same case.

Marian Burcea is charged with setting up an organized criminal group and using his influence, while Ciobanu faces three charges of influence peddling and abetment in using his influence to benefit of undue benefits.

PM Tudose sacked the CNAS president following his detention. Other 12 people have been placed under remand next to Burcea and Ciobanu, civil servants, a lawyer and representatives of more companies.

The DNA prosecutors conducted searches at the time at the National Health Insurance House (CNAS) and at the Bucharest Health Insurance House (CASMB). DNA informed it conducted searches at 50 sites, of which two of them are public institutions in Bucharest, in a file regarding deeds committed during 2016-August 2017.
