The government will notify DNA for the violation of legal provisions regarding the contract to modernize the national road DN 67C Benge?ti-Sebes (“Transalpina”) with Romstrade company, showing that the project was promoted by former Liberal ministers Ludovic Orban and Varujan Vosganian and generated over RON 388 million damage.
The company Romstrade was headed by businessman Nelu Iordache, currently on trial for corruption in this contract.
In a note written by the PM’s Control Department, the inspectors show that the then Minister of Transport Ludovic Orban was the one who ordered the execution of works in 2008 in the credit-supplier system, on the basis of a loan undertaken by the constructor from a credit institution respectively, which was to be reimbursed subsequently by the National Company of Motorways and National Roads (CNADNR) with additional costs related to financing, which generated a RON 388.7 million loss.
Inspectors also shows that Ludovic Orban promoted to the government a decision aimed at financing this project from the state budget, a normative act which, although it wasn’t endorsed by the Ministry of Economy and Finance, has been countersigned by the Minister of Transport, by the Secretary of State Septimius Buza?u and by the then Minister of Economy and Finance Varujan Vosganian.
Vosganian also signed the substantiation note, although the ministry did not give its go-ahead through specialized departments.
After the Government’s approval, CNADNR paid RON 49.9 million, representing also damage the budget.
