Politicians, businessmen, magistrates top the PhD title list at the Police Academy

“Alexandru Ioan Cuza” Police Academy released the list of 623 people who had obtained their PhD titles in Law, Public Order and National Security at the doctoral school of the academy, during 1995-2016. The list is available on the Police Academy website.

Politicians, businessmen, police officers or magistrates are among the PhD title owners. Their PhD works have been Okayed by the Education Ministry.

According to the Police Academy, there are 345 doctors of law, among whom there is also Mihai Sova, former deputy secretary of state within Interior Ministry during Gabriel Oprea’s term. Sova is one of the four persons who got their PhD titles in 2016. Sova has been investigated by the anti-corruption prosecutors since 2015, after he would have photocopied documents with confidential information and would have taken documents from the National Anti-corruption Direction files.

Former presidential runner William Branza has been doctor in law since 2004, with the paper “Offenses assimilated to corruption”. Last year, Branza have been prosecuted by DIICOT for tax evasion with a prejudice of over EUR 1 M.

278 doctor titles have been granted starting 2004, in a much shorter period of time for the Public Order and National Security section.

In 2004 four persons got their PhD and only two in 2005. In 2010 and 2011, the Academy had 31 doctors in public order, 34 in 2013 and 42 in 2015. Since the beginning of this year, 12 people got their PhDs.

Among them there are the incumbent chief of the General Inspectorate for Immigrations, Vasile Viorel, in 2012, the chief of the Brigade for Countering the Organized Crime, Catalin Tone, in 2011, a former organized crime chief, Constantin Bolbosanu, currently investigated for an alleged bribe of EUR 110,000, Remus Span, former head of the Interior Ministry’s intelligence unit, former prosecutor Marcel Sampetru and businessman Adrian Petrache, whose coordinator was Gabriel Oprea.

Another businessman, Bogdan Buzaianu became doctor in criminal fiscal legislation in 2009, as well as Costel Casuneanu, in 2007.

Prosecutor Liviu Mihai Tudose from Ploiesti, currently on trial in the file of Sebastian Ghita, has a PhD title granted by the Police Academy.

Former Bucharest prefect Mioara Mantale is also on the Police Academy’s PhD list, as well as former Social Democrat senator Catalin Voicu.

High-ranking police officers are also topping the list, such as ex-chief of the Bucharest Police Marian Tutilescu, former head of the General Police Inspectorate Ion Pitulescu or the incumbent chief of the Romanian Police Bogdan Despescu.

Ex-DIICOT chief Alina Bica, investigated for corruption, got her PhD title in 2010 with a thesis focusing on money laundering.

Sources with the Police Academy told Mediafax that all papers are checked. 50 theses have been checked so far, with one plagiarism suspicion being identified in the case of District 3 mayor Robert Negoita.
