The Ministry of Justice has published on Thursday the list of people who visited the SIPA archives, on the list being included Laura-Iulia Scântei, Senate deputy speaker, and Horia Georgescu, former head of the National Integrity Agency (ANI).
“The SIPA archive was dissolved by the government decision no. 127 on January 26, 2006. After the archive was closed down, 22 ‘visits’ were recorded in 22 the minutes drawn up for sealing/unsealing the rooms. The 22 minutes include the date of the visit, the order of the Minister of Justice through which access was allowed to the archives, the composition of the committee, the signature of the members of the commission, and the statement reading ‘After checking and inspecting the status of the documents for future work of the committee the windows were sealed, the doors of the two rooms were re-sealed as well as the access door, indicating the seal number used’, the document published by the Ministry of Justice reads.
Later on Thursday, Justice Minister Tudorel Toader said there were more visits to the SIPA archive than those on the list published in the morning.
“Regarding the 22 visits – there were many more. The ones I have listed are 22, based on the orders. There are many more visits, there are two reports that we have not declassified, but we will declassify them (…) you will find more information and, of course, there were more visits. (…) Now we have the list and we know that a, b, c are the people who know the secrets included in the archive,” Toader said on Thursday.
The Minister mentioned that he first wants to see what kind of regime these reports have. “First of all, I want to see their regime, one is a state secret. State secrets do not fall under the minister’s competence to declassify them, a government decision has to be initiated. We will initiate a decision, it will probably be adopted the government, we will declassify it and publish in the manner you already know,” he said.
According to the Ministry of Justice document, on June 1, 2007, the archives were visited by Marius Iosif, Vasilica Bura, Laura-Iulia Scântei, Danut-Marian Mânzala and Nicolae Tiliban, the next visit being recorded on June 6, 2007 – Marius Iosif, Vasilica Bura, Doina Armenian, Laura-Iulia Scântei, Danut-Marian Mânzala, Nicolae Tiliban.
On June 14, 2007 – Marius Iosif, Vasilica Bura, Doina Armean, Andreea Istrati, Danuţ-Marian Mânzala and Nicolae Tiliban; on June 20, 2007 – Marius Iosif, Vasilica Bura, Doina Armean, Andreea Istrati, Laura- Iulia Scântei, Danuţ-Marian Mânzala, Nicolae Tiliban.

The Justice Ministry notes that the documents do not reveal the activities carried out in 2006.
“According to the law, will be declassified the reports no. 0097/17.04.2008 (signed by Iosif Marius, Scântei Laura Iuliana and Georgescu Horia), respectively 0096/17.04.2008 (signed by Iosif Marius, Scântei Laura Iuliana, Georgescu Horia, Boboc Monica and Mânzala Dan), by which ‘the Commission identified irregularities regarding the keeping, preservation, processing, multiplication and destruction of state secret information, in contradiction with the provisions of government decision 585/2002,” the document published by the ministry reads.
Justice Minister Tudorel Toader announced on Monday he will publish the names of those who visited the SIPA archive and the number of visits, adding that the secret service’s documents are a ‘stain on the face of Romanian justice.’
“The SIPA archive – a stain on the face of Romanian justice! Pleasant or unpleasant, the truth must be brought to the surface. The first step – I will publish the names of the ‘visited’ the archives, and possibly the number of visits,” Minister Toader posted the message on his Facebook page, Monday morning.
