The National Council for Settlement of Complaints (CNSC) has rejected the appeals filed by Mercedes and Karsan in connection with the auction organized by the Bucharest City Hall for the purchase of the 400 new buses, the municipality has announced in a press release.
The association Otokar Europe SAS – Otokar Otomotiv Ve Savunma Sanayi A.S. was declared winner.
Bucharest Mayor General, Gabriela Firea, announced that he will sign the contract with the winning company as soon as possible, hotnews.ro reports.
“I am glad that today, CNSC made justice! By rejecting the appeals of the two companies participating in the auction it is once again proved that all the accusations in the public space related to this acquisition were unfounded and that the procedure organized by the Bucharest City Hall was transparent, impartial and perfectly legal. (,,,) It has been clearly proved that such unfounded appeals only delay the development of the city, hindering the implementation of vital projects for the citizens of Bucharest, which I hope will be remedied as quickly as possible by amending the public procurement law,” Mayor Gabriela Firea said.
Mercedes Benz Romania and Karsan filed an appeal to the National Council for Settlement of Complaints on March 15. Gabriela Firea, Mayor General of Bucharest, announced late February that the winner of the auction for the delivery of 400 new Euro 6 buses to the capital city is the association of OTOKAR EUROPE and OTOKAR Automotive. The value of the contract is of about EUR 100 million.
OTOKAR Europe and OTOKAR Automotive are Turkish companies that are part of the Koç Holding conglomerate, Turkey’s largest industrial conglomerate. The OTOKAR buses factory is located in Sarkaya.
Gabriela Firea announced on February 19 the winner of the auction for the delivery of 400 new Euro 6 buses to the capital city.
Initially, the contract was estimated at about RON 510.5 million, VAT excluded, for a period of four years and involved the acquisition of 320 buses 12 meters long with a minimum capacity of 96 passengers, 50 buses with a length of 10 meters and a minimum capacity of 70 passengers, as well as 30 articulated buses, 18 meters long, with a minimum capacity of 135 passengers.
