The Chamber of Deputies plenary has approved on Wednesday the draft bill on the building of the Iasi-Targu Mures motorway, called ‘Union Motorway’, which is to be funded from the state budget, through the Transport Ministry.
The draft bill received 261 votes for, two against and 5 abstentions.
“The investment for Union Motorway is to be funded by the state budget, through the Ministry of Transport from foreign loans and from non-reimbursable European funds and/or by public/private partnership. In each yearly budget bill, during the implementation of the project, budget loans will be allotted according to the funding needs requested by the Transport Ministry,” the draft bill provides.
The Transport Ministry is to commence, in 30 days from the coming into force of the law, the necessary procedures to complete the investment on Union Motorway.
The law was initiated by 70 Senators and Deputies from all parliamentary parties.
The Chamber of Deputies is the decision-making Parliament chamber in this case.
During the vote, USL and PNL deputies have displayed two banners “Moldova wants Motorway” and “We urge the Union Motorway”.
ALDE, the Social Democrat Party’s ruling partner, has also lobbied for this motorway, even threatening they will not vote the 2019 state budget draft if the motorway doesn’t get financing next year.
“I usually don’t threaten, but for the ALDE MPs in Moldova this motorway’s goal in the draft budget is a mandatory condition for us to vote the 2019 budget bill,” said ALDE vice-president Varujan Vosganian. He added that, although the government is increasing salaries and pensions, the opinion public has started to judge the ruling “according to the kilometers of motorway”.
