EU funds absorption: 2017 could be the worst year of the last five

In the absence of significant revenue, 2017 seems to be the weakest of the last five in terms of absorption of European funds, based on the results of the first 11 months.

The current absorption rate of EU funds on total operational programs was 5.47 percent on January 19, EUR 1.23 billion respectively, for the 2014-2020 period, the Ministry of Regional Development, Public Administration and European Funds (MDRAPFE) shows.

The highest absorption rate was of 93.09 percent on the Operational Program ’SME Initiative’, but the allocation was only EUR 100 million, followed by the ’Technical Assistance’ Operational Program, with 23.28 percent, the Competitiveness Operational Program– 11.49 percent, the ’Large Infrastructure’ Operational Program – 10.13 percent, the ’Administrative Capacity’ Operational Program – 4.15 percent, the Regional Operational Program – 0.41 percent and the ’Human Capital’ Operational Program – 0.09 percent.

Effective absorption was 4.83 percent and EUR 1.09 billion respectively.

If the National Rural Development and Fisheries Programs are added to the current absorption, then the percentage is 11.44 percent, ie over EUR 3.35 billion, the effective absorption would be 10.01 percent (EUR 3.09 billion).
