Huge loss for Romanian rural area: EU funds of almost EUR 950 M decommitted

Romania could have achieved many objectives in rural areas, reducing the gap with the European Union, but, according to Agriculture and Rural Development Minister Achim Irimescu, the country has decommitted European funds of EUR 940 million.

He explained in the Senate on Tuesday’s ‘Minister’s Hour’ that the reductions and corrections worth EUR 344 million add up to a total of EUR 1.24 billion which were not spent. Total penalties applied to Romania were EUR 628 million, the minister added.

Romania reached a 88.36 percent fund utilisation rate under the National Programme for Rural Development in 2007-2013, as the lack of co-financing and the bureaucracy prevented the full use of allocations to investments in rural areas.

According to Irimescu, projects of EUR 800 million were cancelled last year, because the beneficiaries failed to provide a 50 percent contribution.
