The Competition Council has sanctioned with fines totalling RON 22,317,212 (EUR 4,959,380) seven companies on the ships piloting and towage services markets, the institution announces in a press release, according to hotnews.ro.
The companies sanctioned are: Canal Sea Services SRL, Black Sea Pilots SRL, Maritime Pilot SRL, Black Sea Services SRL, Maritime Towing Company Coremar SA, Logistic Remo Services SRL and the National Company ‘Administratia Porturilor Maritime’ SA Constanta (CNAPM). They are accused of agreements and abuse of dominant position. The largest fine went to Administratia Porturilor Maritime: RON 11,922,385 (EUR 2,649,419) for abuse of dominant position on the maritime piloting services market.
The sanctions were imposed under the investigation launched in November 2012 on the ships piloting and towage services market in ports that are under the CNAPM administration.
Following the investigation, the Competition Council noted the existence of several anticompetitive deeds (cartels and abuse of dominant position) that eliminated competition in the ports of Constanta, Midia and Mangalia, which led to blocking the entry on the market of other operators and thus to the lowering of attractiveness of these services to potential investors.
