Romania has lost EU funds of over EUR 3 bn. Investment wasted in infrastructure, environment and development

Romania has lost the most EU money in 2007-2013 financial framework through Sectoral Operational Programme ‘Transport’ (SOP-T), over EUR 973.1 million respectively, according to authorities data published on fonduri-ue.ro.

Sectoral Operational Programme Environment (SOP ENV) is next with EUR 946.6 million and Sectoral Operational Programme Human Resources Development (SOP HRD) – EUR 852.1 million. Another significant amounts were wasted via Regional Operational Programme (ROP) – EUR 593.1 million and Operational Programme ‘Administrative Capacity Development’ (OP ACD) – EUR 2.7 million.

Overall, Romania has lost EUR 3.2 billion of the money earmarked for the 2007-2013 period.

The authorities have increased the EU funds absorption rate in the 2007-2013 financial framework by cutting the allocation of European funds by EUR 276 million, to EUR 18.78 billion.

Current absorption rate of 2007-2013 European funds increased in January compared to November 2016, when the latest data were published, by 1.2 percentage points to 82.93 percent, although the value of the cost statements submitted to the European Commission (EC) remained at the same level of EUR 15.57 billion.

As regards the effective absorption, this increased by 1.15 percentage points, remaining at EUR 14.8 billion, representing 79.23 percent at the end-January.
