Romania, under the infringement risk in case of Ministries of Energy and Economy merger

Romania risks entering the infringement procedure if the Energy Ministry and the Economy Ministry will merge, Mihai Adrian Albulescu, Secretary of State within the first mentioned ministry, given the changes and mergers which can happen after the designation of the new government.

According to him, the procedure could be initiated if the energy transport unites with the production process, whereas state-controlled energy producers are currently under the Ministry of Energy, while Transelectrica and Transgaz carriers are under the umbrella of the Ministry of Economy.

Through Directive 2009/72/EC of the European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in electricity and repealing Directive 2003/54/EC, it was governed the need of effective separation of the production/supply activities from those of transmission and system.

Thus, it was provided that the ownership unbundling is an effective and stable way to solve the inherent conflict of interests between producers, suppliers and transmission and system operators.

Albulescu also made reference to the situation production of equipment for the oil sector and the pipelines and refineries fitting, stating that from the 45 scaffolding drilling equipment before 1989, there are only 4.

The Secretary of State for Energy said the situation is worrying in terms of staff qualification who will work in drilling, because the schools for operators and driller foremen have disappeared.

The University of Oil and Gas in Ploiesti is the only institution of higher education.
