Telecommunication operators react: Gov’t proposals will affect all internet, telephony and TV services users

The telecommunications companies Orange, Vodafone, Telekom – members of the Association of Mobile Operators in Romania (AOMR) and the companies RCS&RDS and UPC Romania, as well as the 65 companies with the Association for Electronic Communications in Romania (ACER), have adopted a press statement regarding the draft emergency ordinance on certain decisions in the field of public investments and some fiscal-budgetary measures, the amendment and completion of some normative acts and prorogation of terms, posted on the Finance Ministry’s website on December 18, 2018.

“The proposed measures introduce and increase the taxes to a level we believe it is excessive and leading to a deadlock for the development of the local networks and services of electronic communications. The measures are contrary to the European and national legal framework. These taxes should cover only the administrative costs of the regulation authority,” the release reads.

The signatories believe the proposals could turn into burden for the entire telecommunication industry in Romania and for all fixed and mobile internet users, fixed and mobile telephony and TV services users.

“The measures are to be enforces in less than 2 weeks, without previous consultation and without an impact analysis for consumers, operators and the market. Furthermore, the draft emergency ordinance ignores the multitude of taxes and contributions which the industry is paying to the state budget,” the release further reads.

They warn that the amendments will have negative impact in the telecommunication operators’ activity, with the effect to be amplified on short, medium and long term.

The companies stress that “investments in telecommunications have led the field to the first 5 contributors to the GDP, but in the context anticipated by the proposals, the investments in the 5G development will be under question marks. Consequently, we request the removal of the provisions on the telecommunication sector from the draft emergency ordinance,” the signatories say.
