The judges explain the former hospital manager has been arrested for he “had represented a real, concrete danger for the public order” among others.
“The concept of <danger for the public order> mustn’t be taken only as a immediate, real danger, but it means an insecurity feeling among the civil society generated by the negative social resonance of the fact that the defendant, charged with serious crimes, can be investigated at large,” the judges also argue.
