Ex-Police Chief Adrian Glugă Becomes Consul in Pakistan After Tragedy in 2 Mai seaside resort

Constantin Adrian Glugă, who resigned from the leadership of the Constanța County Police in August 2023, after the tragedy in 2 Mai seaside resort that revealed a series of errors by the Police, was seconded from May 7, 2024 to the post of consul of Romania in Pakistan, reports Europa Libera radio station. The information was initially presented by local publication ReplicaOnline on August 6.

The Romanian Ministry of Foreign Affairs told Europa Libera that, in Pakistan, the Quaestor Gluga is in charge of issuing visas. He did not get the job through competition, but through secondment by the Ministry of Foreign Affairs. Although Gluga’s name does not appear on the website of the embassy in Pakistan, he wrote that he is an employee of the ministry in the 2024 declaration of interests.

MAE argued that visa applications for Romania from Pakistanis have exploded, so there is a lot of work and the consulate does not have enough staff, so Glugă was appointed consul on secondment.

Constantin Adrian Glugă led IPJ Constanța on August 19, 2023, the day Vlad Pascu committed the fatal accident at the entrance to the 2 mai seaside resort. Under the influence of several drugs, Pascu hit a group of young people while driving at speed. Two of the young people hit – aged 20 and 21 – died. The accident revealed shocking details. Vlad Pascu had been stopped by the police twice – the day before the tragedy, at a filter, and the same night. He was allowed to go, although drugs were found in his car and the car did not have valid RCA insurance.

Although he initially refused to resign, Chief Commissioner Glugă submitted his resignation nine days after the 2 Mai accident. The announcement was made immediately after the Internal Affairs Ministry’s Control Body identified a series of police errors in the case of the 2 Mai accident. The investigation revealed that Vlad Pascu should have been sanctioned the day before the accident, when he was stopped in traffic by the head of the Constanța Traffic Police.

The report’s conclusions highlighted successive violations of regulations by the police teams, “due to poor professional training or deliberate disregard of the rules” by the officers, as well as deficiencies in the managerial act regarding the organization of missions under their jurisdiction.

“I requested to be relieved from my position precisely to make myself available to the higher echelons, who have reviewed and will continue to review all aspects related to the incident at Vama Veche-2 Mai. After being relieved from my position, I was made available and I want to clarify that I did not request the termination of my service with the Ministry of Internal Affairs. I believe it is important to emphasize this,” Glugă stated in August 2023.

A month later, he submitted his retirement request, which was signed by Cătălin Predoiu, according to the local publication ReplicaOnline.

Adrian Constantin Glugă (51 years old) was in charge of the Constanta County Police since July 2020, first empowered in this position (07.01.2020 – 10.01.2021). Previously, he led the Dolj and Brăila county police inspectorates.

At the time of announcing Chief Commissioner Glugă’s resignation, Cătălin Predoiu stated that a decision had been made to initiate a preliminary investigation for negligence against Adrian Glugă. “I will refer the report to the disciplinary committees and forward it to the Prosecutor’s Office,” Predoiu said on August 28, 2023.

“What is certain is that, as of now (August 2023), in Constanța, the battle against crime has been lost over the last 5-10 years, at least from my perspective, and I will now reorganize the conditions to relaunch this battle in a format and with equipment adapted to the enemy on the ground,” the Minister of Internal Affairs added.

After Glugă’s resignation from the leadership of the Constanța County Police Inspectorate, Predoiu called for a “top-to-bottom reorganization” of the institution.
