The government passed an emergency ordinance to amend the Law 206/2004 so that officials accused of plagiarism should not be checked up by the National Ethics Council anymore, but by the universities.

In all cases, the PhD thesis are analyzed by universities, but dignitaries used to make an exception, with their doctoral dissertations being analyzed by the National Ethics Council subordinated to the Education ministry.

Education minister Adrian Curaj said on Tuesday that only universities will be able to withdraw the doctor title in the case of dignitaries who plundered their PhD thesis.

Over the past years, many Romanian dignitaries have been accused of having plagiarizing their PhD thesis, with the most resounding case being the one of the former PM Victor Ponta.
