President Nicușor Dan has invited the leaders of all parties represented in Parliament to consultations at Cotroceni Palace for the nomination of Romania’s next prime minister. The announcement follows weeks of negotiations with the pro-European coalition. Although PSD, PNL, USR, and UDMR have agreed on a common candidate for PM, they have been invited separately to consultations.
The consultations will take place on Thursday, June 19, 2025, according to the following schedule:

Ilie Bolojan is the leading candidate to be nominated as prime minister. Coalition parties have also agreed on the possibility of a rotating premiership, according to Digi24 sources. Today, PSD, PNL, USR, and UDMR leaders met at the Government headquarters.
Sources cited by Digi24 and News.ro indicate that PSD wants seven ministries in the future Cabinet, including Transport and Justice. PNL would hold four portfolios, aiming for Finance, Internal Affairs, and Regional Development. USR is expected to receive three ministries, and UDMR two.
PSD would agree to Bolojan as prime minister only if it regains control of the position in two years. However, the liberal leader reportedly does not want a fixed deadline for the rotation. Sources also state that Bolojan has secured veto power over the composition of the new government.
PSD Delays Decision to Join Cabinet or Not, Plans Internal Vote After Cotroceni Talks
An informal National Political Council of PSD has been held today at Vila Lac, at 6:00 PM, to decide the party’s mandate for Thursday’s consultations at Cotroceni Palace, but the PSD leaders discussed for an hour and a half on Tuesday evening whether they would be part of the future government, without making a final decision.
“There is already an announced calendar with consultations starting on Thursday morning, PSD will participate in the idea of being constructive. After that, PSD will call the internal referendum that we talked about right from the beginning of the discussions. PSD members will express themselves informedly, with all the results of the negotiations available to decide whether or not we enter the government,” said PSD spokesperson Petre Florin Manole.
SD will call an internal referendum after Thursday’s consultations at Cotroceni, and only then will PSD members determine whether to enter the government, Manole specified.
He stressed that the meeting did not discuss ministries or the names of future ministers, instead he classified as “very likely” a government rotation in which PNL would provide the first prime minister, followed by PSD.
“The form of consent to an agreement is less important. PSD and PNL managed to keep the word given in the previous government formula,” Manole explained.
