While in Brussels for the European Council summit on Thursday, President Klaus Iohannis voiced his opinion about a potential emergency ordinance adopted by the Government. “It just cannot be”, he argued, explaining it is against the Constitution that the Government legislates a draft already in the Parliament’s debate through emergency ordinance.
“An emergency ordinance on the Criminal Codes just cannot be. It’s not constitutional. The Government cannot legislate a draft already in the Parliament’s debate through emergency ordinance. So, the explanation is simple-just cannot be”, he stated.
On the other hand, Justice Minister Toader has said also on Thursday that the GEO on the criminal codes is necessary on the ground that Romania risks infringement for not transposing some European directives into the national legislation. He argued that the decision banning the amendment of a law in Parliament trough emergency ordinance is not applied here, as this time “the Government is not coming to replace the criminal code and the criminal procedure code by other laws”.
As for the premier’s call to peace and consensus the other day in Parliament, the head of state has taunted PM Dancila’s speech, calling it “nice”.
“This speech for consensus and world peace becomes a constant speech of Mrs. Prime Minister. It is a nice speech“, Iohannis said.
