National Anticorruption Directorate (DNA) Chief Laura Codruta Kovesi has requested the notification of President Klaus Iohannis in view of lifting the immunity for the prosecution of Valerian Vreme, former Minister of Information and Communication Technology, in connection with abuse of office.

In accordance with the legal and constitutional provisions, the DNA Chief Prosecutor has sent the case to the Prosecutor General’s Office, in order to refer the matter to the President of Romania for the prosecution request of Valerian Vreme, former Minister of Information Technology and Communications, in connection with deeds of abuse of office if the civil servant obtained an undue benefit for himself or for another, digi24.ro informs.

The DNA request takes into consideration the aspects that give rise to the reasonable suspicion that outlines the following state of fact:

During September 2010-February 2012, Vreme Valerian, as Minister of Communications and Information Technology at the time, in violation of the legal provisions on public procurement, concluded with D.Con-Net AG, leader of a business association, a contract of lease for a period of 16 months and 13 days, with purchasing option, for the non-exclusive rights to use Microsoft software products in schools.

This happened although the terms of the Supply Framework Agreement no. 32/12.08.2009 did not allow the conclusion of such a subsequent contract.

This has caused, on the one hand, damage to the Ministry of Communications and Information Technology amounting to EUR 11,291,793.99, and on the other hand – an unjustified patrimonial benefit in the same amount in favour of D.Con -Net AG, the DNA document reads.
