Former Minister Valerian Vreme, indicted by DNA in the file regarding Microsoft licenses

The National Anticorruption Directorate (DNA) has indicted, under judicial control, former minister Valerian Vreme, at the time of the deeds Minister of IT and Communications, for abuse of office if the state employee has obtained undue benefits for himself or for another, in the file regarding the Microsoft licenses.

The indictment reads that during September 2010-February 2012, Valerian Vreme, as IT and Communication Minister, has concluded an unlawful contract of public acquisitions, without public auction, with D.Con-Net AG for renting for 16 months and 13 days, with buying option, with non-exclusive rights of using Microsoft software products in schools.

The same source reads that D.Con-Net AG has acquired the licenses for EUR 2,612,805 and then the IT and Communication Ministry has paid to the company the amount of EUR 13,904,599.

The damage caused to the ministry amounted to EUR 11,291,794 and the undue benefit for the company amounted to the same level, the release reads.

The prosecutors have seized some of the defendant’s real estate goods and the file has been sent for trial to the High Court for Cassation and Justice (ICCJ – Supreme Court).

On July 28, President Klaus Iohannis gave the go-ahead for the criminal prosecution of former Communications Minister with the Boc Emil Government, Valerian Vreme, for abuse of office.

“The President of Romania, Mr. Klaus Iohannis, has sent to the Minister of Justice on Friday, July 28, the request for criminal prosecution of Mr. Vreme Valerian, former Minister of Communications and Information Society during September 2010-February 2012, for the offence of abuse of service if the civil servant has gained an undue benefits for himself or for another,” a press release from the Presidential Administration informed at the time.
