DNA charges against Sinaia mayor
The bribe of a quarter of a million euros, which the owner of Nordis allegedly gave to the mayor of Sinaia, Vlad Oprea, was allegedly collected by a company owned by the mayor’s mother, claims the National Anti-corruption Directorate (DNA). From this money, prosecutors show that Oprea allegedly invested in a concrete plant in Turkey. The mayor of Sinaia is also accused by prosecutors of hiding several real estate transactions, including the purchase of a castle in France.
The mayor of Sinaia is officially accused of bribery, financial operations incompatible with the position, false statements, abuse of office, use of influence to obtain money and construction without permits. The DNA claims that Vlad Oprea received a bribe of 238,000 euros (between 2021 and 2022) to issue a construction permit for a hotel in the city of Sinaia.
According to Digi24 sources, the person who allegedly gave the bribe and reported Oprea to the DNA is the owner of Nordis, Vladimir Ciorbă, who is also at the center of a fraud scandal, after a Recorder investigation that revealed how the real estate business damaged hundreds of people.
The money ended up in a company controlled by Vlad Oprea’s mother, prosecutors also show. From the amount received as a bribe, the company controlled by the mother of the Sinaia mayor allegedly bought a concrete station in Turkey, for approximately 130,000 euros.
“The investigations carried out in the case established that the mayor of Sinaia was also involved in the de facto administration of this commercial company in which his mother is associated, and the administrator is the suspect’s sister, making decisions related to its assets and ordering payments from the company’s accounts, as well as making purchases and sales,” DNA prosecutors also note.
Furthermore, DNA claims that the income obtained by the Oprea family from the company in Turkey was invested in a luxury villa owned by the mayor of Sinaia.
At the same time, investigators also show that Oprea used intermediaries to acquire, restore and rehabilitate a castle in France. Details about this property and the castle in France can be found in a Recorder investigation, published in 2024. Prosecutors also accuse Vlad Oprea of having lied in the wealth declarations submitted in recent years, hiding real estate transactions or amounts of money he would have received during this period.
The DNA also mentions that, between 2019 and 2024, the company managed by Oprea’s mother collected rent from a restaurant in Sinaia that operated without authorization. The same company also owned a concrete station in Sinaia, as well as a guesthouse and a restaurant (rented in the meantime to another company).
“The commercial company that rented the location carried out its main activity as a “restaurant” without having an operating authorization, with Mayor Oprea Vlad knowing about this situation and accepting that his mother’s company collects the rent and utilities from this company,” the DNA shows.
