Former ministers Andronescu and Mih?ilescu, heard by DNA in Microsoft case

PSD Senator ?erban Mih?ilescu showed up on Thursday at DNA in order to be heard regarding the Microsoft file, in which he is suspected of instigation at abuse of office, influence peddling and money laundering, facts allegedly having happened while he was Minister Coordinator of the General Secretariat of the Government (SGG). PSD Senator said on his way out of the DNA, that the prosecutors informed him about the charges in the aforementioned file and that he will make new statements at a term to be established, stressing that he doesn’t own any offshore or accounts abroad and that he did not receive anything.

“I don’t have any offshore or accounts abroad, I didn’t receive anything. (…) I can repeat this endlessly,” argued Mih?ilescu. Asked why he thinks he is told Miki ?pag? (Miki Bribe), the Senator answered: “I will keep in mind this question, but the answer will come later.” The former head of SGG stated that he did not commit any of these charges presented in the DNA report. Asked if he fears he would be arrested, the Senator said that “the law allows anything” and showed that it is unpleasant to have the quality of a prosecuted person.

The prosecutors say that ?erban Mih?ilescu, Minister Coordinator of SGG during December 2000 – October 2003 would have convinced another minister to sign two Government bills and a Microsoft licensing agreement, under the terms he had negotiated in the period in which he was activating in the abovementioned position, namely accepting the technical and financial offer submitted by the company Fujitsu Siemens Computers, without informing them on the existence of certain legal impediments.

Also, according to the prosecutors, during April-November 2004, Mih?ilescu would have requested and received a part of the amount of about USD 20 million paid by Fujitsu Siemens Computers in various offshore companies’ accounts under the title of consultancy and technical assistance afferent to the agreement closed with the Government in order to guarantee the closing of the contract under the terms proposed by Fujitsu Siemens Computers.

In the same case, the former Minister of Education Ecaterina Andronescu (photo, minister between 2000-2003 and 2008-2012), now PSD Senator was also heard on Thursday morning. She stated that she is suspected only of abuse of office, adding that she has never received anything and that she has never conditioned anyone.

According to Mediafax, in the case of Microsoft licenses, she is suspected of abuse of office, bribery, influence peddling and money laundering. The PSD Senator said she didn’t write a note, she just had a discussion with the DNA attorney dealing with the Microsoft file and brought several documents. “I’m trying to prove my innocence. (…) I have never received anything, I haven’t conditioned anyone and I will never do so as long as I live,” said Andronescu.

The prosecutors say that Andronescu, during her term as Education minister, would have proceeded to approve the budget for the development of the “Educational Computerized System” Program and for the project aiming the Microsoft licensing. Andronescu would also have initiated and approved Government draft bills aimed at favoring Compaq and Siveco companies or their collaborators and would have been established, through a Memorandum, the companies which to participate in completing the project, by falsely stating that they are part of a consortium.

Also, during 2001 -2009, Andronescu would have requested and received from Siveco and its collaborating companies undue advantages consisting of money or computers, in exchange of guaranteeing the development of certain projects with the Ministry.
