The Former Secretary of State for Communications, Marius Constantin Fecioru, was detained on Tuesday by the DNA prosecutors for offenses of instigation to abuse of office, influence peddling and for the establishment of an organized criminal group.

The investigation revealed that the former Secretary of State allegedly instigated employees of the Romanian Post to distribute processed hybrid mail correspondence without billing.

For the alleged fraudulent distributions there are no records. Hybrid mail is a system that combines electronic communication and postal service.

According to judicial sources, during 2011-2012, by the order of Constantin Olimpiu Nicolae, the former logistics director with the Romanian Post, at the instigation and under Mioara Pribescu’s authority, former executive director with the Romanian National Post Company (CNPR), and with the contribution of Marius Constantin Fecioru the processed hybrid mail correspondence was distributed repeatedly by the Romanian Post without billing, hence the national company suffered financial damages amounting to RON 1,128,228, digi24.ro informs.

According to sources quoted by Agerpres, former communications minister Valerian Vreme’s name appears in the file in which DNA prosecutors detained Marius Constantin Fecioru. According to judicial sources, the DNA ordinance reads that the Romanian Post was used in 2011 to distribute 14,280 Christmas cards to Valerian Vreme’s voters in Bacau County.
