Head of the National Office for Witness Protection, Adrian Barascu, and two employees, detained by DNA

The Head of the National Office for Witness Protection (ONPM), Adrian Barascu, Chief Commissar Felicia-Violeta Popa and psychologist Andreea Violeta Lita with the same institution were arrested Monday evening by DNA prosecutors, accused of having diverted funds from the witnesses protection programme.
Adrian Augustin Barascu was detained for: establishing an organized criminal group, illegally obtaining funds in repeated form, embezzlement in repeated form, intellectual forgery, forgery in repeated form, influencing statements, abuse of office.
According to prosecutors, during September-December 2013, the defendants and others set up an organized criminal group, a group joined by others during 2014 – November 2015, in order to commit offenses of obtaining illegal funds, embezzlement, and abuse of office.
In the context, during 2014 – November 2015, the group members acted, on the one hand, in order to oversize the amount of funds necessary for the protection of witnesses and, on the other hand, to cut the spending on the programme destined for witnesses.
The group members acted towards diverting money for direct purchase from preferred suppliers of certain goods and services for equipping ONPM, and for equipping officials, or for the acquisition of unnecessary services or non-performing goods, the investigators say.
