One in Three Romanians Redirects 3.5% of Income Tax to NGOs, EUR 57 Million Collected
Approximately 172 million euros could reach non-profit organizations in Romania, but in 2022 the NGO environment attracted only 1/3 of this, according to the data from the report on declaration 230 sent by the National Fiscal Administration Agency (ANAF), processed by a domestic NGO.
According to the statistics provided by ANAF, in 2022, 1.9 million Romanians chose to redirect 3.5% of their income tax (from salary or pension) to non-governmental organizations and cult units based on Form 230, according to a press release from the Association HELP Autism. Their number was 200,000 higher than the previous year, but this value remains far from the one recorded in the pre-pandemic period.
In 2019, there were 2.1 million, an increase of ≈ 400,000 (21%) compared to the previous year, registering a historical high in the 5 years analyzed. In 2020, only 1.6 million Forms 230 were filed, and in 2021, 1.7 million such forms were filed. At the national level, in 2022, Romanians redirected approximately 284 million lei (57 million euros), but this could attract up to 855 million lei (172 million euros), representing the difference of up to approximately 5.7 million employees who can redirect the income tax, at an average value of 150 lei.
In the last 5 years, more and more Romanians have redirected their income tax to the NGO sector, but the pandemic has dramatically decreased their number. Although on an upward trend, their number has not reached pre-pandemic values. Inflation and recent fiscal changes, but also the fact that half of Romanians opted for a 2-year redirection of income tax, influenced the previous statistical values and, implicitly, the amounts collected by NGOs in 2022.
