EC Report: Romania Ranks Last in Europe for Innovation Performance

A periodic analysis by the European Commission on innovation levels within the EU, compared to other major global innovators, places Romania at the bottom among EU member states in terms of innovation performance.

Additionally, Romania stands out as one of the few countries on the continent with declining performance over the past year, trailing behind non-EU countries like Albania.

At the international level, the European report – European Innovation Scoreboard (EIS) 2024 – shows that innovation in the EU is growing at a level similar to the previous year, and there is a low level of convergence between countries with strong growth and those with weak results. In the field, in conditions where the growth of other innovative powers of the world, such as that of China, is much stronger.
In this context, Romania stands out for its last position in terms of innovation performance, at the EU level. “Romania is an Emerging Innovator with performance at 34% of the EU average in 2024. Performance is below the average of the Emerging Innovators (48%). Performance is increasing less than the EU (+10%),” the EC report notes about Romania.
At the same time, it has a declining innovation performance score compared to 2023, while all other EU countries at the bottom of the ranking – from Bulgaria (penultimate) to Croatia either stagnate or increase compared to the previous year.
The report says that, among Romania’s relative strengths, there are: Broadband penetration; Exports of medium and high technology products and Air emissions by fine particulates.
As for the relative weaknesses, the EC notes: Population with tertiary education; SMEs introducing business process innovations and Innovative SMEs collaborating with others.
