Penitentiaries’ head: Around 8,500 inmates should leave prisons due to overcrowding

Amid debates on pardon and prison overcrowding, the director of the National Administration Penitentiaries (ANP), Marius Vulpe, stated on Monday that around 8,500 inmates should leave the penitentiaries or that new imprisonment units should be built to curb jail overcrowding.

“Around 8,500 inmates should leave prisons or we should build new accommodation seats in prison for them,” the ANP head said after leaving the debate on pardon at the Justice Ministry on Monday.

At the same time, Vulpe informed that the relapse level mounts to around 40-45%.

“There is no guarantee that a man who committed a crime won’t do it again. Today we can only talk about statistics, which reveal that there is around 40-45% of those previously sentenced who have committed other crimes before, meaning the recidivists,” the ANP director argued.

Vulpe added that the decision to promote the drafts on pardon and criminal codes’ amendment belongs to the Justice Ministry and that ANP is going to enforce what the rulers decide.

“The ANP has just provided statistics on prison overcrowding, the ECHR sentences, the inmates’ complaints, the allotted money and options to get this issue solved in the future. Depending on the conclusions and the proceeding of the drafts, ANP will enforce them,” Marius Vulpe concluded.
