Who is behind the snow removal contracts?

About EUR 60 M have been paid for snow removal on national roads and highways this winter.

Many snow removal contract have been assigned by “emergency” procedure at the end of December last year or early 2017, without any public sale or direct negotiation. According to “Gandul” daily, most of these contracts got to politically linked companies, such as former business partners of ex-district 5 mayor Marian Vanghelie or to the company owned by SocDem leader Rovana Plumb’s son, but also to people close to ruling Social Democrat Party, for instance in Giurgiu, people who are also reportedly close to the current minister of Transports, Razvan Cuc.

The above-mentioned newspaper says that the snow removal contracts in Valcea county were assigned to a company owned by two young sisters from Republic of Moldova, with one of them being former Miss Italia nel Mondo, now a successful professional make up vglogger.

However, someone else is pulling the strings in the company officially owned by sisters Diana and Marcela Curmei, Wins Construct Project: millionaire Remus Truica, Adrian Nastase’s former head of cabinet, currently indicted for corruption. His shares to this company are seized in the Baneasa Farm file.

The snow removal contract was won by Wins Construct Project was assigned with no public sale, but through direct negotiation in emergency procedure.

Diana Curmei was Miss Italia nel Mondo in 2009, when she was 19. She is now a successful vlogger under the pen name of “easyNeon”. She presents professional make up tips on YouTube, having over 630,000 subscribers. The two sister also own an online commercial company, Vogue Voitto, set up in Bucharest in 2015. Their father is owning an agri company in Chisinau, exporting potatoes in over 18 countries, including Romania, according to the company’s website.

The two Moldova sisters’ company is managed by Liviu Ionut Anghelina from Dambovita, former public procurement expert at Argecom company, which is now insolvent.

Behind Wins Construct Project is yet controversial businessman Remus Truica, who owns 1,000 shares here, worth RON 120,000. Anti-corruption prosecutors found out the shares during the house searches in the Baneasa Farm file. They seized the shares.

The company has held contracts for road administration in 2015 for Arges and Dambovita counties on its own or in association with other companies, such as Via Strade International, set up in 2015 by the husband of former PDL senator Cornelia Cazacu. Overall, Wins Construct Project won asphalt work or snow removal contracts worth at least EUR 3.5 M during 2015-2016.
