The lowest budgetary incomes in Romania are registered in Galati, Dambovita and Teleorman counties – RON 2,500, Finance Minister Anca Dragu said, while, at the opposite pole, incomes of over RON 3,500 per capita are in Tulcea, Ilfov, Valcea, Hunedoara, Salaj and Bistrita Nasaud counties.
In her opinion, some measures are required for the development and growth of the local public administrations incomes, which, however, must meet a series of principles such as equity (greater resources for poorer localities) efficiency, transparency and accountability.
Finance Minister also explained that local government financing is made from own resources as well as from amounts deducted from the state budget.
„During 2010-2015 the incomes had a positive evolution and for 2016 there is estimated a decrease due to the fact that the amounts deducted from the VAT to cover certain legal decisions have been paid since the end of 2015,” said Anca Dragu.
For the current year, the amounts allocated to local authorities from the quotas deducted from VAT amounted to RON 18.7 billion, while those from subsidies exceed RON 8 billion.
